On Wednesday, 09 September 2015, a Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.
1. The Cabinet Meeting approved its earlier decisions of 05 August 2015, after minor adjustments.
2. The Cabinet Meeting was briefed about the 4th Rwanda Integrated Household Living Conditions Survey, which will be published on Monday 14/09/2015.
3. The Cabinet Meeting approved the Policy Framework for Management of Government Buildings and Office Equipment.
4. The Cabinet Meeting approved the National Workplace Learning Policy.
5. The Cabinet Meeting approved the Rwanda Results-Based Management (RBM) Policy and its implementation plan.
6. The Cabinet Meeting approved the Revised TVET Policy and its implementation strategy.
7. The Cabinet Meeting approved the Rwanda Nutritious Foods Factory Joint Venture with the Government of Rwanda. This factory will produce nutritious food for babies, pregnant or breastfeeding women.
8. The Cabinet Meeting approved the following Draft Laws:
- Draft Law modifying and complementing the Law Nº 13 bis/2009 of 16/06/2009 determining the responsibilities, structure and functioning of the Chancellery for Heroes, National Orders and Decorations of Honour;
- Draft Law establishing National Cyber Security Agency determining its responsibilities, organization and functioning.
9. Upon request by the Parliament, both chambers, the Cabinet Meeting appointed the following commissioners in the support Commission to Parliament for the review of the Constitution of the Republic of Rwanda of 04 June 2003 as amended to date:

12. The Cabinet Meeting approved the agrément of the following persons to represent their countries as Ambassadors:

a) The Minister of Gender and Family Promotion informed the Cabinet Meeting that the HeforShe campaign will be launched in Rwanda on 18/09/2015, the Cabinet Meeting requested all Rwandans to participate in this campaign.
b) The Minister of Natural Resources informed the Cabinet Meeting of the predicted normal rainfall in most places during the months of September to December 2015 and higher chances of continued weather conditions persisting into mid-next year 2016.
c) The Minister of Agriculture and Animal Resources informed the Cabinet Meeting that the cropping season 2016A has begun with intensive farmers’ mobilization on the critical role of use of agricultural inputs and key strategies to increase agricultural productivity.
d) The Minister of Local Government informed the Cabinet Meeting that preparation of the general elections of local governments (Council and Executive Committees at Cell, Sector, and District as well as City of Kigali level) and specialized organs (Women, Youth and People living with Disabilities) is ongoing. A detailed calendar indicating all activities to be undertaken has been developed and the elections will be conducted from February to March 2016.
e) The Minister of Education informed the Cabinet Meeting that on 12th September 2015, the University of Global Health Equity (UGHE), an accredited private Higher Learning Institution, shall launch in Kigali its first program, the Master of Science in Global Health Delivery. The program shall be delivered in its campus located in Rwinkwavu, Kayonza District.
